It's the most important seal to activate first because it provides the best survivability if you're tanking. If for whatever reason the macro gets locked and is not activating anything, switch seals and it should start to work again.
I'm not a pro at macros by any means, so if anyone out there is able to provide a better, single-button use macro for these seal buffs, please do. Comment by badapplethepally Looking at it as a passive.
Comment by Locker47 I linked it in with Sacred Shield mostly be able to handle the Justice timer better, and to help prevent bugging. It also it seemed rather unused space anyways, and it is nice to be able to cycle them for situations.
I included Seal of Justice; it can be omitted if you don't like the speed boost. I found it stacked with Pursuit of Justice. Seal of Truth is in twice to prevent the Censure from running stale. Fills the Paladin with the spirit of the crusader, granting additional attack power and increasing attack speed, though each melee attack will deal less damage. All melee attacks cause additional Holy damage, but the Paladin takes damage proportional to the damage dealt.
Unleashing this Seal's energy will judge the target, causing a large amount of Holy damage to both the target and the Paladin. Fills the Paladin with holy power, causing attacks to apply Holy Vengeance, which deals additional Holy damage over 15 sec.
